Sustainable Land Use Management

As a strategic project leader and systems developer, we designed and implemented a suite of integrated solutions across the land use, housing, construction and energy sectors:

  • Unified Land Use Systems: Drafted the single Land Use Management Scheme for the City of Johannesburg, replacing 12 outdated town planning schemes, and compiled the provincial Norms and Standards to guide all Gauteng municipalities in creating coherent, modern schemes.

  • Construction Sector Support: Established Gauteng's first On-Site Construction Contact Centre, providing emerging contractors with holistic support in financial management, tendering, operations, and HR, based on CIDB principles.

  • Sustainable Housing Innovation: Developed both passive and active sustainable design criteria for cost-effective, low-income housing and created a bankable financial model adopted by Ithala Bank and the DBSA to fund renewable technology installations in low-income households in eThekwini.

  • Municipal Energy Efficiency: Implemented the USAID-funded Municipal Energy Efficiency Programme for SA and SADC, delivering tailored recommendations for cities including Johannesburg, Cape Town, Luanda, and Livingstone.

  • Landmark Project Leadership: Developed the prospectus and served as overall project manager for the site establishment and architectural competition that led to the development of South Africa's Constitutional Court.

South African municipalities and the broader built environment sector faces systemic challenges, including fragmented land use regulations, barriers to entry for emerging contractors, unsustainable housing design, funding gaps for green technology and inefficient energy use in municipal operations. These issues have hindered integrated urban and rural development, economic inclusion and sustainable service delivery.
