All-Women Roads Repairs & Maintenance Programme
We conceived, designed and led the implementation of this transformative programme.
Programme Design: Structured a unique model that combined skills development (through the TCT Training Academy), which ultimately led to permanent employment opportunities in all-women road repair crews.
Funding & Implementation: Secured budget and operationalised the programme across 21 TCT depots city-wide, starting with one all-women crew per depot.
Social Partnership: Worked closely with internal HR and training units to ensure a supportive environment for the new recruits.
The roads maintenance sector is highly male-dominated, presenting a significant barrier to women's economic participation. Furthermore, the need was identified to enhance the Extended Public Works Programme (EPWP) impact by creating more permanent, skilled job opportunities while improving service delivery.

Created 160 permanent, skilled positions exclusively for women within a technical department, directly challenging industry gender norms.
Enhanced the City's service delivery capacity through dedicated, trained maintenance teams.
The programme is recognised as a national and international best practice in gender-transformative job creation within public infrastructure, winning awards and inspiring similar initiatives.
